Balfour Beatty £120m Leeds Inner Ring Road Programme
Balfour Beatty has been appointed by Leeds City Council as the sole contractor for a £120 million maintenance and structural improvement programme on the Leeds Inner Ring Road, with works running through to 2032.
The programme covers the full 2.5-mile route, which carries more than 83,000 vehicles a day and includes over 135 structures – bridges, tunnels, viaducts, and retaining walls. Planned maintenance begins immediately, with major structural interventions including design-and-build packages for four bridges, three tunnels, and a footbridge scheduled to start in 2027.
Balfour Beatty will work alongside Leeds City Council and design partners through an Early Contractor Involvement approach, meaning specialist subcontractors and engineering teams will be phased in across multiple workstreams over several years rather than arriving all at once.
